An Effective Classic Anti-Drug PSA?

I can't decide if this is/was an effective anti-pot PSA. I remember it from when I was a kid and thought to look it up. The camera shots are poor and the slow motion effect of the kid missing his glove with the ball is comical. Yet, I laugh at it and I remember it even though it's almost twenty years old. I guess that makes it effective, no?
